A 5-year tourism development plan approved in Moscow

Moscow authorities accepted a state program called “Development of the leisure and travel industry” for the 2012-2016. As the city’s mayor Mr. Sergey Sobyanin said during the meeting, the program is aimed at improving all the tourist areas in the city and driving further development of travel and hotel industries. Funding will come from many sources, but the overall budget is over 125 million roubles. 24 thousand items are on the program; among them are 106 parks, 117 protected nature sites, 29 ponds, 21,5 thousand precincts and yards, 1982 playgrounds, 17 search-and-rescue stations and some Moscomsport (Moscow Sport Committee) spots.

The program was developed by 25 different instances of authority, including 10 prefectures. It was approved by the Chamber of Control and Accounts and supported by the academic community. The project will help solving many of the city’s problems like low investments in tourism, inadequate staff training, and shortage of professionals, bad social, transport, information and service infrastructures at tourist spots.

Part of the accepted program is a subprogram called “Development of tourism”, which was designed by the Moscow City Committee for Tourism and Hotel Industry. The concepts and ideas of the program correspond with the federal program called “Development of domestic and foreign tourism in Russian Federation (2011-2018)”.

The primary focus is on development of inbound and domestic tourism and city tours for Muscovites. The city will provide full range of educational, event, business, social and other kinds of tourism. Other issues that the program is going to solve include upgrading the legal framework of the industry, tourist infrastructure development, increasing service quality, widening the range of itineraries, perfecting staff training, increasing tourist safety, promoting Moscow as a tourist destination at home and abroad, monitoring the travel market and it’s evolution.

The program requires 4 342 952 thousand roubles. 1 928 742 thousand of them are going to be allocated from the city’s budget. And the other 2 414 210 thousand will come from other non-budget sources.

It’s expected that the subprogram will increase the inbound tourist flow 1.7 times by 2016, which will amount to 6.8 million tourists. In 2010 that figure stood at 4 million. The number of guests staying in the city’s hotels should grow 1.4 times and reach 5,9 million, compared to 4.14 million guests in 2010. Income from hotels and other accommodation facilities should rise to 59,2 million roubles. That’s 1.6 times more, compared to 2010 numbers, which was 37.8 million roubles. Also, the number of hotel rooms should get bigger by more than a third – up to 51,7 thousand, compared to 2010’s 37,5 thousand rooms.

Moscow will also receive a new event calendar – “The Great Maslenitsa”, Historic battle reenactment festival, Moscow International Travel Fair and Moscow International Tourist Forum. A huge part of the subprogram covers infrastructure development – parking lots, designated stops for tourist buses, information centers, miscellaneous information materials, including street signs, digital signposts and so on.

This program opens great opportunities for Moscow to market itself as a great cultural and business center, that’s appealing to tourists. The city will have a tourist portal with a PDA version, vast promotional campaigns in the media as well as in social networks, new itineraries and tourist routes. Some of the latter will include bicycles, rollerblades, skateboards, segways and wheel trains. At the same time, Moscow guests will feel safe, due to introduction of tourist police and many tourist call-centers.

New possibilities are opening up for people in the travel industry as well. Further staff training is planned for employees, including workshops, master-classes and internships in Russia and abroad.
